ACTIVATE DTES: AFFORDABLE SPACES PILOT PROGRAM
Have an idea to activate a vacant storefront? Activate DTES is still accepting applications, with funding available to support projects that bring new life to storefront spaces in the Downtown Eastside. The program offers up to $60,000 for space improvements — matched by the landlord — to help cover costs like permits, consultants, and capital upgrades that benefit tenants. Along the way, the Activate team also provides hands-on support to help guide projects from concept to completion.
Activate DTES is a City of Vancouver initiative under the Special Enterprise Program (SEP) focused on reducing storefront vacancy and supporting community-serving businesses in the Downtown Eastside. Delivered in partnership with Hessey Consulting + Architecture, Community Impact Real Estate (CIRES), and Hastings Crossing BIA, the program offers funding for tenant improvements, guidance through the building permit process, and structured lease support to help reduce barriers to entry for new and expanding organizations.
